Skagit PUD contracts with qualified firms for a range of professional services, including architectural and engineering, technology systems, and other specialized consulting services.

Architectural & Engineering Services
We work with licensed architects and engineers for projects involving facility design, infrastructure planning, system assessments, and construction oversight. These contracts are awarded based on qualifications rather than lowest bid, as required by Washington State law.

Purchased or Personal Services
This category covers a broad range of contracted services that support PUD operations, including professional consulting, technical assistance, and other specialized work not covered under public works or A&E contracts. Selection procedures vary depending on the nature and estimated value of the service.

Electronic Data Processing & Telecommunications Systems
We contract with technology firms for services related to information systems, software, telecommunications infrastructure, and related technical support. These procurements follow a competitive selection process based on both qualifications and fees.

Architectural and Engineering Services Roster 2025 SOQ

Skagit PUD hereby solicits Statements of Qualifications (SOQs) for Skagit PUD’s Architectural and Engineering Services Roster from consulting firms possessing the experience and resources needed for routine project work with a contract value of less than $120,000. Projects where the scope of services exceeds $120,000 will be advertised separately. Disciplines for which Skagit PUD anticipates a need for repeat, smaller dollar services include the following Disciplines:

  1. Land Surveying
  2. Geotechnical Engineering Investigation, Analysis and Evaluation
  3. Geotechnical Laboratory and Field
  4. Engineering and Inspection Services during Construction
  5. Engineering Design for Fiber Optic Systems including Conduit, Vaults & Fiber Strands
  6. Corrosion Control, including Cathodic Protection

NOTE: Submittals for multiple disciplines and the firm’s General Information must be under one cover. If you are submitting for more than one discipline, label each submittal.

SOQ must clearly demonstrate the ability of the respondent firm in the following Significant Evaluation Factors:

General Information:

  • Overview of Firm
  • Proximity to Skagit County

Discipline-specific information per Discipline as described above:

  • Experience of the firm for the submitted Discipline.
  • Qualifications of the staff
  • Excellence in past performance (provide three examples).

Firms desiring consideration shall submit one (1) PDF file of their SOQ to Contract Coordinator Catherine Price, price@skagitpud.org, by 2 p.m. on Wednesday, January 15, 2025.

Skagit PUD’s A&E Roster shall consist of all responsible firms that have submitted the necessary SOQ to be on the roster. Firms may be added at any time. SOQ will be kept on file for the calendar year 2025. If Skagit PUD develops potential scopes of work, the existing roster will be evaluated in accordance with Skagit PUD procurement practices. This is not a Request for Proposal.
