PROJECT DESCRIPTION: Pipeline Relocation at Henson Road Project - Installation of approximately 420 linear feet of 12-inch fused PVC C900 carrier water pipeline by horizontal directional drill under Martha Creek west of Henson Road, approximately 700 feet north of Anderson Road, City of Mount Vernon, Washington. Work also includes valves, fittings, traffic control, and pressure and purity testing of the pipe, along with incidentals and appurtenances, such as end seals, grouting, dewatering, and preparation for owner connection, in estimated quantities identified in the Bid Proposal.

Big Lake Surplus Property P74619
The Skagit PUD Board of Commissioners has declared the property known as the “Big Lake Lot” surplus to the district’s operational needs and authorized its sale to the public through competitive bidding.
Skagit PUD will accept sealed bids to purchase the property until 3 p.m. on Tuesday, July 15, 2025. Sealed bids must be submitted at the Skagit PUD Administrative Building, located at 1415 Freeway Drive, Mount Vernon, WA 98273.
Terms of Sale:
The property will be sold “as is” with no warranties. Bid packets include PUD research into the property’s development potential. A recommendation based on bid results will be presented at the August 12 Commission meeting. The Board of Commissioners reserves the right to reject any or all bids.
The sale process is being conducted in accordance with Washington State law, specifically RCW 54.16.180 and RCW 39.33.020, which govern the disposal of surplus public utility property.

Pipeline Relocation at Alger Interchange Project
Installation of approximately 215 linear feet of water pipeline, including 177 LF of 14-inch HDPE DR11 and 38 LF of diameter CL50 ductile iron pipe, with 40 LF of 24-inch C-900 PVC casing at the deepest portion of the installation (will be below a future culvert to be constructed by Others). The project also includes the installation of approximately 177 linear feet of 2-inch HDPE fiber optic conduit. All installation is to be done by traditional trenching methods along Lake Samish Road, west of Interstate 5 Interchange southbound off-ramp, in unincorporated Skagit County, State of Washington. Work includes asphalt removal and replacement, rock excavation, shoring, traffic control, and pressure and purity testing of the pipe, and site restoration, along with incidentals and appurtenances, such as valves, fittings, dewatering, in estimated quantities identified in the Bid Proposal.

W1 Pump System Replacement Project
Installation of a new pump system at the Judy Reservoir Water Treatment Plant to replace the existing W1 pump system. The new pump system will include three pumps, motors, motor control centers, VFD control systems, flow meter, bladder pressure tanks, mechanical appurtenances and modifications, and electrical equipment. Portions of the existing W1 pump system will need to be maintained during the installation of the new pump system to achieve continuity of service throughout the project.

Gilligan Creek Road Slide Repair at Intake Project - Technical Specifications
Shoulder repair and slope stabilization at Skagit PUD’s Gilligan Creek surface water intake, per the attached plans and specification sheet. Includes installation of three rows of 15- to 25-footlong rock dowels with anchored steel mesh to stabilize the existing slope, construction of two and three rows of gabion baskets in the upper portion of the slope to retain shoulder fill, and installation of a rock dowel supported ships ladder with upper landing (per Washington Administrative Code (WAC) 296-876-60015 Notes 1 and 2).
Work also includes road excavation at a secondary location in close proximity to the above-described work. Road excavation will be mostly unclassified excavation and paid for via Force Account Work where approximately 100 feet of the roadway will be shifted 3 to 4 feet into the ditch line (away from the failure).
The location of the proposed work is five miles east of Highway 9 off Old Day Creek Road, south of South Skagit Highway.
