Procurement of Goods and Services & Interlocals Agreements

Skagit PUD contracts with businesses for public works, professional services, and materials and equipment procurement in accordance with Skagit PUD policy and administrative practice and procedures. As a public utility district, we follow Washington State procurement laws and regulations to ensure a fair and open process for all vendors and contractors.

Public Works

  • Sealed Bids are used for larger public works projects. Bids are submitted confidentially and opened publicly, with the contract awarded to the lowest responsive, responsible bidder. 

  • Small Works, in accordance with RCW 39.04, may be used for smaller contracts in lieu of sealed bids. Qualified contractors on Skagit PUD's Small Works Roster are invited to submit bids for projects that match their specialty and service area.

Professional Services: RFQ/RFP

Professional services contracts cover architectural and engineering work, technology systems, and other specialized consulting services. These contracts are primarily awarded based on qualifications.

Materials, Supplies, and Equipment Vendor Roster

Skagit PUD maintains a Vendor Roster to create a pool of qualified vendors for purchasing materials, supplies, and equipment. When a need arises, vendors on the roster are invited to submit bids. Contracts are awarded to the lowest reasonable bidder, ensuring the best value for our customers.

Interlocal Agreement Repository

Interlocal agreements allow Skagit PUD to partner with other public entities — such as cities, counties, and other utilities — to share resources, reduce costs, and deliver services more efficiently. These agreements are authorized under Washington State law and help stretch public dollars further for the benefit of our customers.
