New Treasurer and Contractor Auditor Appointed

Skagit PUD commissioners appointed Finance Manager Sally Saxton as treasurer during its regular meeting on April 11.

Saxton has served as senior accountant in the Finance Department since 2010. Saxton took on the added responsibility of acting finance manager and interim treasurer in the absence of both an auditor and treasurer over the last year.

Saxton was instrumental in the launch of the PUD's new financial software system. 

The board of commissioners also appointed Doug Streeter, CPA, as the PUD's auditor under a contract basis for a period of one year, with the option to extend the contract for two additional years at the PUD's discretion.

Historically, the PUD auditor was a member of the Finance Department that was appointed by the commission. The PUD will now have this role performed by a contracted consultant that is not a member of the Finance Department, so that there is a clear separation of reponsibilities within the department and no perceived conflict or bias.

Streeter previously worked for five years at the Washington state Auditor's Office as the fraud coordinator and PUD specialist. He spent 13 years working at Grays Harbor PUD, where he served as the chief financial officer. Streeter currently works for the city of Montesano, Wash. as the chief financial officer.
