Skagit PUD requests Statements of Qualifications from engineering consultants to develop and evaluate detailed alternatives for converting the disinfection processes for Skagit PUD’s Judy Water Treatment Plant (WTP). The WTP currently utilizes chlorine dioxide, free chlorine, and chloramines in its treatment process.

In 2020, Skagit PUD completed a WTP Condition Assessment that included disinfection options. The preferred alternative treatment sequence includes ozone pre-treatment, ballasted flocculation, and biological filtration. This study will advance this alternative treatment sequence by examining the conversion from gaseous to aqueous chlorine and an appropriate residual disinfectant.

The Judy Reservoir WTP has a nameplate treatment capacity of 24 million gallons per day and an assumed hydraulic capacity of 30 mgd. Current average flow rates are between 9 and 11 mgd, and maximum day flow rates are between 15 and 19 mgd.
